Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of conflicting incidents captured the bleak nature of the outgoing year. By day, political struggles are conducted: hopeful statements are issued from multiple capitals. Immense energy is devoted on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "settlement".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from Russian territory, a capacity afforded by current data. From observation points, defense planes that had been deployed to intercept incoming guided weapons flew past – sophisticated military planes provided to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems activated: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely provided by Western nations. Every deployment shakes the surroundings, rattling buildings. The instant of fear quickly transforms into grim resignation: possibly the incoming missile won't strike its target this time, protecting urban areas from catastrophe and further power outages.
Continuous Dangers
Soon after, a large-caliber weapon fired at a unmanned aircraft somewhere nearby, part of a defensive team – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.
Periodically, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and infrastructure problems in many homes as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's vital need on external assistance – a reliance that regional partners are evidently unprepared to fill in the short term.
Unsuccessful Negotiations
The comprehensive proposal from Washington sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new proposal from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This trend will, no doubt, continue.
Political Considerations
It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is unrealistic to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does nothing to deter Moscow, through statements or actions, from believing that the current condition will not change more in its benefit in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leader remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but preventing a total frontline collapse until conditions improve in its advantage.
Existing Situation
Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: political desires to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their objective will now be much harder after current events, it remains very improbable that this will change their overall approach.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, latest revelations, all achieved their purpose.
While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
